Why did CAHRO choose these four specific areas? CAHRO's Board and other leaders in the
field of civil rights and human relations designed a strategic plan leading to the formation of a resource center by CAHRO. The plan takes into account the staff and resource limitations of the Association and
calls for the development of the resource center in stages. During this initial phase CAHRO is limiting its objectives to highlighting best practices in the arenas where it has most expertise. These are in
addressing hate violence and hate crime, in building and supporting human relations or human rights commissions, in intergroup conflict resolution and in police-community relations. The Association
will expand horizontally by adding new areas as it gains broader experience and expertise, and deepen (vertical growth) the coverage of each area it is addressing as resources permits. |

What you can expect to find within these areas Each
subject area contains information designed to be used as resources for human relations organizations, community-based groups, governmental agencies, and the community at large. We often get requests for
information ranging from programs dealing with intergroup conflict, referrals to hate legislation, statistics and documents. Though we have developed our own curriculum, models and trainings within
these fields through the accumulated knowledge of our staff and board you will find that much of the information provided here are actual policies/procedures and programs of other agencies. Within
these pages we have gathered to the best of our knowledge different information pertaining to these specific fields, some of which is prepared by CAHRO, others are resources within the community. There are model
programs within the community and services provided by different agencies that are under-ultilized or unknown to the larger community. It is our intention to highlight these program and services and it is our hope
that you find the information here helpful and informative. (Where possible we will cite the source and ways to contact the appropriate organization). All subject categories contain a comprehensive list of
resources relating to that particular issue. We will continually add to the resources provided here as we gather the information. If you have any knowledge of model programs we should include or have any
