FACT SHEET on Program to Assist Hate and Bias Crime Victims
California Victim Compensation and Government Claims Board

The Victim Compensation Program is available to provide financial reimbursement to any California resident who is injured or threatened with injury as a result of a hate or bias crime.

Immediate family members (parents, siblings, spouses, children, and the victim's fiance if he or she witnessed the crime) may also be reimbursed for costs they incur as a result of the victimization.  A person living in the victim's household at the time of the crime or who had lived with the victim for at least two years in a relationship similar to a spouse, child, parent or sibling of a victim is also eligible.

Expenses that may be reimbursed include:

  • Relocation/moving expenses (Victim must move from their home)
  • Home security installation or improvements (Improve the safety of a home)
  • Mental health treatment or counseling is available for victims & their family members
  • Medical and dental expenses for the victim
  • Lost wages as  result of an injury
  • Loss of support for deceased or disabled victims
  • Funeral and/or burial costs

Funds are available to cover moving and relocation or home security expenses if law enforcement or a mental health provider certifies that the expenses are necessary for the security or mental well being of the victim.

Parents or guardians of a child who is hospitalized or killed as a result of a crime may be reimbursed for wages lost for a period of 30 days.

Loss of support may be reimbursed for a maximum of five years for a legally dependent adult/spouse or up to a minor's eighteenth birthday.  The total amount payable to all derivative victims as a result of one crime cannot exceed $70,000.

A maximum of $70,000 in total reimbursements may be available to individual applicants.

Victims or their family members can call a toll-free hotline: 1-800-777-9229 for more information and to receive an application for assistance.  All languages can be accommodated.  A TDD/TDY line is also available at 1-800-735-2929.

Both toll-free lines are open from 7am to 9pm.  The lines will also be staffed from 9am to 5am on Saturdays and Sundays.
